The FY2026 HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) limits Tier 1 to no more than 60% of the CoC’s total Annual Renewal Demand (ARD) and de-prioritizes funding of renewal projects and new Permanent Housing (PH) (including Permanent Supportive
Housing (PSH) and Rapid Re-Housing (RRH)) and Homeless Management Information System (HMIS) projects that are ranked in Tier 2. To comply with the Tier 1 cap while maximizing the strength of the overall CoC application and aligning with HUD priorities, the CoC must strategically select and rank renewal projects.

ODFC is soliciting applications to respond to the FY26 Continuum of Care Program Competition Notice of Funding Opportunity (FY26 CoC NOFO) released by HUD (US Department of Housing and Urban Development) on June 1, 2026. 

Background Information

Opening Doors Fairfield County (ODFC) submits an annual application to the U.S. Department of Housing and Urban Development (HUD) to secure federal funding for new and existing projects that work to reduce and end homelessness throughout the CoC’s geographic area. The ODFC CoC is soliciting applications from agencies interested in applying for new and transition projects to be submitted as part of the FY2026 Continuum of Care (CoC) Program Competition.
 

This RFP is for New and Transition Projects ONLY. 

Agencies interested in applying for CoC Program funds are encouraged to carefully review the information provided in this RFP and the FY2026 CoC Program Competition Notice of Funding Opportunity (FY26 CoC NOFO) regarding project type, eligible participants, eligible activities, expectations and requirements of the project recipient, and the selection and scoring criteria to be used in the CoC’s selection of new project applicants.  

This RFP is for new projects that will provide services in the ODFC’s geographic area which includes the following localities: Bethel, Bridgeport, Brookfield, Danbury, Darien, Easton, Fairfield, Greenwich, Monroe, Newtown, New Canaan, New Fairfield, New Milford, Norwalk, Redding, Ridgefield, Sherman, Stamford, Stratford, Trumbull, Weston, Westport, and Wilton.

New Project Types:

This RFP seeks new applications from those interested in applying for the following eligible new project types/program components that can be funded under this RFP (the funding availability for each component is listed in the RFP):

• CoC Bonus: New projects created using CoC Bonus funds made available by HUD.
  • New Transitional Housing (TH)
  • New Supportive Services Only – Standalone (SSO)
  • New Supportive Services Only for Street Outreach (SSO-SO)
• Domestic Violence Bonus: New projects created using DV Bonus funds made available by HUD. These projects must be dedicated to serving survivors of domestic violence, dating violence, sexual assault, and stalking, including:
  • New Transitional Housing (TH)
  • New SSO- Coordinated Entry (CE)
• YHDP Reallocation: New projects created through funds reallocated from  existing YHDP projects. These projects must be dedicated to serving homeless age 24 or younger, including unaccompanied and pregnant or parenting youth.
  • New Transitional Housing (TH)
  • New Crisis Transitional Housing (TH)
  • New Supportive Services Only – Standalone (SSO)
  • New Supportive Services Only  –   Host Home and Kinship Care (SSO-HH/KC)

In response to the Youth Homelessness NOFO for FY2024 and FY2025 NOFO (Notice of Funding Opportunity) released by HUD (US Department of Housing and Urban Development) on June 10, 2026 ODFC/CT503 (Opening Doors Fairfield County) has released this  RFP to solicit proposals for the provision of projects to be operated within the ODFC and Fairfield County Coordinated Access Network (FC CAN) jurisdiction.  ODFC is soliciting applications from agencies that currently receive HUD Continuum of Care funding, as well as new applicants interested in applying for new and transition projects to be submitted as part of the Youth Homeless NOFO for FY2024 and FY2025 .

Projects will serve unaccompanied youth 18-24 years of age (or family households where none of the members are over the age of 24) who are experiencing homelessness (HUD categories 1, 2, 3 and 4).  Projects will focus, specifically, on individual youth and families in which the heads of household are under 25 years old and who are experiencing literal homelessness or fleeing domestic violence.  Programs are required to accept youth through the FC CAN by name list protocol and to comply with FC CAN requirements for projects dedicated to household members experiencing literal homelessness located in the CT503 / ODFC jurisdiction.

2026 ODFC/CT-503 FY26 CoC Renewal Project Evaluation: PRELIMINARY Performance & Scoring Report 

To all ODFC/CT-503 CoC Grantees -

As you are aware, all CoC-funded PSH and RRH renewal projects are subject to evaluation and scoring as part of the CT-503 CoC's local competition for the FY2026 CoC Competition NOFO. Scoring is done in accordance with the “Opening Doors of Fairfield County/CT-503 CoC Project Evaluation, Reallocation, Selection and Ranking Policies” that were adopted on 5/4/2026. Thank you to all grantees for submitting your information and documentation for evaluation and scoring of renewal projects. In addition, thank you to grantees for responding quickly to additional requests for information during the evaluation/scoring period.

The attached document, ODFC-CT503_FY26-CoC-Renewal-Project-Eval_Prelim-Outcomes-Report_2026-06-17.pdf includes reports showing the preliminary performance data/outcomes, scores, and base points for each CoC-funded PSH and RRH renewal project that is being scored for FY2026. To assist you in reviewing/understanding the outcomes, by the end of the day or early tomorrow we will also be emailing individual project reports for each project to the agency contact that submitted information/surveys for the evaluation. This will be an easier to read format and will include comments related to the CoC's review of specific items. All grantees are encouraged to closely review your outcomes, scores, and CoC comments, and to follow the steps below regarding questions and appeals.

In accordance with the “ODFC/CT-503 CoCProject Evaluation, Reallocation, Selection and Ranking Policies” document, preliminary scores are being provided for review by agencies with CoC-funded renewal projects and the following steps will be taken:

• APPEALS SUBMISSION:
  All grantees will have until 5:00 PM on Wednesday, June 24, 2026, to submit appeals regarding performance data and/or scoring. The survey form will close after the 5:00 PM deadline on 06/24/2026. • Please be aware of the vacation schedules of staff and provide the name of contacts who will be available to respond to questions in the next 2-4 weeks.
  Please note that you should receive a confirmation email from Alchemer upon submitting the appeal form survey. If you do not receive an email confirming the submission of your appeal/question, please send an email to openingdoorsoffairfieldcounty@gmail.com  to confirm your appeal has been submitted. We will be able to send you a confirmation and copy of your appeal if needed. Alchemer emails come from “noreply@alchemer.com ” – you may want to consider adding this email address as a safe sender to receive confirmation emails.
• Only one agency will be able to submit an appeal for each project. This agency may be the recipient or a sub recipient/subcontractor. Grantees and sub recipients/subcontractors are expected to coordinate and determine which agency will submit the appeal and what documentation should be submitted. If two or more appeal forms for the same project are submitted, the appeals will be rejected and the agencies involved will be asked to re-submit a single appeal form for the project.

All appeals must be filed in Alchemer, but you may review the form and prepare your appeals using the Word doc if you prefer. You must download the Word doc to be able to edit it.
   

• QUESTIONS:
  General questions can be submitted to openingdoorsoffairfieldcounty@gmail.com. Please note that questions can be sent to the ODFC gmail if you need clarifications regarding how outcomes or scoring were calculated, but such questions will NOT be considered appeals. Only appeals submitted through the Alchemer survey form will be considered by the Funding Oversight Committee. 

  PLEASE SUBMIT QUESTIONS BY 5:00PM ON MONDAY, 6/22/26. We cannot guarantee that we will be able to address questions to help inform appeals if they are sent to us after that date/time.

  
   

• CONTENT OF APPEALS:
• We recommend that submitted appeals clearly describe the reason(s) why the appeal is being submitted and include any supporting information, data and/or documentation to be considered.
• Grantees should provide the information the grantee would like considered using the survey form. You will be able to upload up to ten (10) attachments through the survey form.
• Please avoid general or non-specific appeals (e.g., "clients had trouble increasing income", "it was difficult to fill units", etc.) and instead provide detailed information and documentation to support your appeal.
• If circumstances involving specific clients are referenced, please provide Client IDs and supporting documentation. However, please note that any information submitted about clients should NOT include personally identifiable information. Please redact/remove any client names, social security numbers, dates of birth (age can be provided rather than DOB) or addresses from documentation submitted for review.  
• Please DO NOT submit appeals related to the Severity of Need Factor Bonus that rely on the reasoning that the project only takes referrals from the CAN. The CoC is aware of this. Severity of Need Factor appeals can be submitted for scoring related issues, such as you believe certain participants should be excluded from specific calculations or you believe there to be an error in scoring, etc.
   
• READ THE FY26 SCORING STANDARDS DESCRIPTION FOR CRITERIA BEING APPEALED:
  Please be thoughtful in submitting an appeal. Carefully read the criterion description and how it is evaluated to ensure you provide a solid basis for your appeal. The Funding Oversight Committee reviews all appeals, so please respect the time of these volunteers. The CoC certainly wants to correct scoring errors and provide reasonable consideration for specific circumstances that may have hindered project performance; however, we advise against submitting appeals that have no factual basis or are misunderstandings of a criterion and how it is calculated.
• REVIEW OF APPEALS:
  The CoC will follow the ODFC CoC Funding Policies in regards to the handling of appeals. 
  -Performance data and related scoring adjustments that need to be made based upon data or calculation errors will be corrected by CoC staff/consultants.
  If the grantee raises an issue that must be addressed through an exception to the scoring policies as described in the FY2026 ODFC/CT-503 Renewal Project Evaluation and Scoring Standards, the grantee’s written appeal will be evaluated by the Funding Oversight Committee.
  -The Funding Oversight Committee will review all written appeals submitted and recommend whether each appeal is granted or denied. The Non-Conflicted --Members of the Coordinating Council will review these recommendations for approval. CoC staff/consultants will adjust performance data and scores based on the final disposition of each appeal as approved by the Non-Conflicted Members of the Coordinating Council.
  -Final scoring will be reviewed by the Funding Oversight Committee and submitted to the Non-Conflicted Members of the Coordinating Council for final approval and adoption. 
  -Grantees will be informed by email communication about the disposition of their written appeal by CoC staff/consultants.
  -Final scoring will be emailed to grantees and will also be posted on the Opening Doors Initiative website: https://odi.thehousingcollective.org/funding/nofa-nofo.
  -All appeals MUST be submitted by no later than 5:00 PM on Wednesday, June 24, 2026. Appeals Form Link:

**THIS IS AN IMPORTANT NOTICE REGARDING THE FY2026 COC NOFO COMPETITION & COC RENEWAL PROJECT EVALUATION. 

HUD has released the FY2026 CoC NOFO and the CoC is busy at work to pull together a summary, NOFO webinar materials, etc. We are writing to provide a few updates and a required action:

Renewal Scoring Process - ACTION REQUIRED!
We are a little behind on releasing preliminary results for the 2026 renewal project evaluation outcomes and scores. We have had a delay with some of the data needed for the evaluation and scoring. Additionally, now that the FY26 CoC NOFO has been released, we are carefully reviewing the existing scoring standards to ensure they are aligned with what HUD is looking for before we circulate the renewal project evaluation preliminary results. However, we anticipate the release of preliminary results very soon. Grantees should have staff available to review preliminary results and, if needed, submit appeals.

In the meantime, all grantees with existing CoC-funded projects are asked to complete a short survey form so that we can collect additional information HUD wants CoCs to consider as part of the project selection per the FY26 CoC NOFO. The survey form specifically asks about audit findings, liquidity, and complaints/grievances.  Only one survey form needs to be completed for each recipient agency. Please complete the required survey form by 5:00pm on Thursday, June 11, 2026:

A few relevant details from the FY26 CoC NOFO
We know that grantees are anxious to learn what the FY26 CoC NOFO means for the projects that they operate. Here are a couple of details from the CoC NOFO that we want to share:
 

• Tier 1 (“safe” funding) is capped at 60% of the CoC’s Annual Renewal Demand (the total amount needed to renew all existing projects). This is double the (30%) limit that was initially proposed by HUD in the FY25 CoC NOFOs that was struck down by the Courts. However, this is significantly less than Tier 1 in the FY24 CoC NOFO (90% of ARD).
• The FY26 CoC NOFO does not cap the amount of money the CoC can spend on permanent housing projects. However, based on how HUD will award points on the CoC-level application and how CoC funds will be awarded by HUD, there may be reasons for the CoC to consider converting/transitioning some projects from permanent housing to transitional housing. We are working to digest the FY26 CoC NOFO and will provide more info during the 6/16 ODFC webinar.
• There are many new requirements/ expectations around partnerships (and more). We are going to need your help to successfully compete in this year’s CoC Application. Stay tuned to learn how you can help support the CoC in submitting a successful and competitive application.

While we await the release of the FY2026 CoC Competition NOFO, the annual HUD CoC project renewal evaluations for CT-503 are set to proceed. The ODFC Funding Oversight Committee and Non-Conflicted members of the ODFC Coordinating Council have approved the documents and processes required to move the renewal scoring process forward – please find them attached to this email for your reference:

We will be using an online survey form to gather renewal project evaluation and scoring information for PSH and RRH projects, as we have done over the last several years. Please carefully review the information and questions provided in the survey so that you are answering the specific questions asked and providing relevant information.

 
Agencies with RRH and PSH projects are asked to complete the survey by 5:00PM on FRIDAY, MAY 22nd for each CoC-funded RRH and PSH renewal project your agency operates. Only one survey for each project will be accepted, so applicants for projects with subrecipients should confer with the subrecipients to clarify which agency will submit the survey.
 

Please be aware that submitting materials late may lead to a scoring penalty of up to 10 points. Agencies concerned that they will not be able to meet this deadline should immediately contact the CoC through the ODFC gmail account (openingdoorsoffairfieldcounty@gmail.com).

 Additional details regarding this process: 

• RENEWAL PROJECT SUMMARY FORM SURVEY: Agencies with CoC-funded PSH and RRH projects are required to submit a Renewal Project Summary Form survey for each project by 5:00PM on 5/22/26. Use this survey form to provide information about any issues you may want us to be aware of when scoring your projects, along with required project data and agency information and attachments.

  • The survey includes: a page for introductions/instructions; a page for answering questions, data entry, and document uploads; and a confirmation page once you submit the survey.
  • You will receive an automatic response by email with a copy of your submission when you complete the survey. If you do not receive a copy, please follow up with us through the ODFC gmail account.
  • Agencies with HMIS or SSO-CE projects will receive a Renewal Project Summary Form specifically for those project types through a separate email. 
     
• APR DATA: You will NOT be asked to provide APR data through the surveys. Framework and Housing Collective staff will pull APRs from CT HMIS the week of MAY 4th for each CoC-funded project that is being evaluated. APRs pulled will cover the 04/01/2025 to 03/31/2026 time period being used for this year's evaluation and will include Q1-Q23 (client-level data may also be pulled) and a CoC-level client detail report. The data pulled will be used to evaluate APR-based project outcomes and to update FC CAN Compliance data. All CT HMIS data for CoC-funded projects should be updated by that time.
   
• CAN DATA REPORTS: Fairfield County CAN data reports will be emailed to each organization for each project. Agency staff should review these reports and use the Renewal Project Summary Form to report out any issues that you identify with this data.  
   
• DV PROVIDER/VSP APRS: Framework staff will reach out to DV providers to obtain APRs run from a comparable database (no client-level data will be requested).
   
• SAGE INFORMATION: Housing Collective and Framework staff will be pulling information from HUD’s Sage system related to eLOCCS draws and APR submissions. As such, agencies are no longer asked to submit this information to the CoC. Agencies should still be able to share information related to draws and APR submissions through the Renewal Project Summary Form.

• PROCESS/TIMELINE:
  • Preliminary Outcomes/Scores & Appeals: We will be working to quickly provide you with a preliminary score in early June.
  • Appeals: After the preliminary scores are released, there will be an appeals period. Please be sure that someone from your agency is available to review the data and submit any appeals your agency deems necessary. Appeals will be quickly processed and brought to Funding Oversight and the Non-Conflicted Members of the Coordinating Council for review.
  • Final Outcomes/Scores: We project the release of final scores in late June/early July. Final scores may be delayed if the CoC needs to make adjustments to the evaluation and scoring standards to align with requirements in the FY26 CoC NOFO.
  • Project Ranking: Ranking decisions for the FY2026 CoC Priority List that will be submitted to HUD will not be available until after the FY26 CoC NOFO is released.

ODFC Priorities Discussion for the FY26 HUD NOFO

First, we would like to extend our heartfelt gratitude to everyone for supporting us through the last year, which certainly tested our resilience in more ways than one. Thank you for pivoting with us, for staying the course, and for continuing to do the hard work. 

Now that the Fiscal Year 2025 Housing and Urban Development Continuum of Care Program Notice of Funding Opportunity (FY25 HUD CoC NOFO) feels somewhat resolved, and the new THUD bill was approved and signed, we want to start preparing for whatever HUD may release later this year with the new CoC NOFO. The CoC will be hosting a Priorities Discussion for the FY26 HUD CoC NOFO on Wednesday, March 11th, 2026 from 1pm to 3pm.

While we don’t yet know what will be included in the FY26 CoC NOFO, the THUD bill did establish that the next CoC NOFO should be released by June 2026, with awards announced by December 2026. We would like to invite everyone to join us in a conversation about the HUD CoC landscape, opportunities for growth and new project types, how we can do our best to remain competitive in a complex and evolving funding environment, and establishing a clear understanding of what our own data tells us about how to approach project prioritization. 

HUD has made it clear that it wishes to see the broader involvement from partners in our community that have not been typically represented in the CoC NOFO process. For this reason, we are inviting all members, partners, and stakeholders to the CoC to participate in this discussion. We hope that you will join us and help us to have a robust conversation that will assist in policy- and decision-making once the FY26 CoC NOFO becomes available.
