2025 HUD CoC NOFO

FY24-FY25 CoC NOFO Updates & Information


As you know, HUD’s CoC funding process for FY25 has been significantly delayed and turbulent. You may have seen an email notice from HUD on Thursday, January 8th about renewing FY24 CoC awards, and timelines for e-snaps submissions. That notice laid out the following timeline:

  • HUD posting of the reopened FY2024-2025 NOFO on January 9, 2026. (Now available at https://www.hud.gov/hud-partners/community-coc and on grants.gov
  • HUD to make application forms and materials available on e-snaps no later than January 16, 2026.
  • Applications will be due by February 9, 2026.
  • HUD anticipates being able to select awards no later than late March 2026.
     

Below we have summarized what is important for you to know right now:

  • Very few CoC grantees will need to take action at this point. If you intend to fully renew your FY24 CoC grant with its current project type then you will likely not need to submit anything in e-snaps, as HUD will accept and process your FY24 renewal application.
    • At this time, we anticipate CoC grantees being able to continue operating their current project type in FY25 (i.e., CoC grantees will NOT need to switch to a new project type, such as switching from permanent housing to transitional housing).
       
  • The SNAPS Office announced today that the e-snaps platform is open as of this afternoon. Some of the information and materials available appear incomplete as of the time of writing this notice. 
     
  • We will reach out to grantees within the next week that may need to submit something in e-snaps related to their renewal. If you don’t hear from us, there is nothing you need to do right now.
     

More context:

Two lawsuits were filed in response to the November FY2025 CoC NOFO issued by HUD. As part of the litigation related to those lawsuits, HUD was ordered by the court in December to get ready to begin processing renewals under the FY 2024-2025 CoC NOFO (last year’s 2-year NOFO). The current court order does not require HUD to obligate grant funds for renewal projects.

To comply with the court order, HUD issued the 1/8/26 notice which provides more information about the procedure it will use to process CoC projects, including eligible renewals, under the FY 2024-2025 CoC NOFO. The notice indicates that projects that received funding in FY 2024 and are eligible for renewal in FY 2025 are not required to submit an application. According to the Notice, new projects and projects that did not submit a project application for FY 2024 funds would need to submit an application to HUD by 2/9/26 for this process.  

Please note that the lawsuits are still proceeding. HUD indicated in the 1/8/26 Notice that if the court order is no longer in effect, it intends to implement the NOFO issued on December 19, 2025. We anticipate knowing more later in January or February about the final resolution of the lawsuit related to the CoC NOFO.

ODFC FY25 CoC NOFO Updates & Information

On Monday, 12/8/25, we notified you that HUD withdrew the FY25 CoC Notice of Funding Opportunity (NOFO) and associated December and January deadlines (see HUD’s website, filed court documents, Politico, Rhode Island Current ). With this, ODFC announced that we were rescinding the 12/12/25 deadline for new and renewal application submissions in response to the RFA that was released on 12/1/25. 

 

What we know: 

HUD has stated that they plan to re-issue the FY25 NOFO as quickly as possible, pending “technical revisions”, but does not provide any official timeline or details. This kind of action by HUD is unprecedented and leaves CoCs across the country in a state of chaos and uncertainty. There will be a court hearing on the ongoing lawsuits filed against HUD in response to this NOFO on 12/19/25, after which we hope to know more that we can share with you all. 


 

What this means:

Opening Doors Fairfield County/CT-503 CoC has decided to pause the local funding process until we know more information, and HUD reissues an updated NOFO. This means that all NEW and RENEWAL PROJECT APPLICATIONS, which includes any TRANSITION GRANTS, YHDP REALLOCATIONS, TH, SSO, STREET OUTREACH, or DV project applications should no longer be submitted to the CoC by the previously stated 12/12/25 deadline. We are unaware of what “technical revisions” HUD will decide to make, and we do not want applicants to spend time and effort on a moving target. 

We anticipate that a reissued NOFO will still likely prioritize funding for Transitional Housing and Support Services Only projects, while deprioritizing permanent housing as we saw in the initial release. With that in mind, we strongly recommend that new and renewal applicants continue to think about and prepare to apply for these projects so that they can respond quickly to any newly established timelines set forth by HUD, along with any associated deadline requirements. This can include developing project budgets, support service plans, gathering required documentation, completing your applicant profiles in e-snaps and uploading your Code of Conduct, ensuring that the right people will have access to e-snaps to respond to any compressed timeline requirements, etc.

 

For currently funded CoC project HDC’s and grantees ONLY:

You have received communications from the CoC regarding the annual Renewal Project Evaluation & Scoring process. This process is STILL A REQUIREMENT for all currently funded CoC projects and the deadline has been extended to 12/15/25. Please check your inboxes for the email entitled “FY25 ODFC/CT-503 CoC Renewal Project Evaluation & Scoring: Instructions & Materials” and review it thoroughly. This is a separate process from the NOFO application submissions and has a separate, and shorter, Alchemer survey that needs to be completed. We understand that there has been some confusion regarding these parallel processes and requirements and we hope that this provides some clarity.

UPDATES TO THE FY25 HUD CoC NOFO

We have been informed that the Department of Housing and Urban Development has withdrawn the FY 2025 Continuum of Care Notice of Funding Opportunity (FY25 HUD CoC NOFO). HUD has indicated in their statement that they intend to issue revisions to the previously issued FY24-FY25 NOFO, but we are unaware of what that timeline will be. For now, the court documents indicate that the current timeline and deadlines for December and January are no longer operative. In light of this new information, we are rescinding the previously announced 12/13 deadline for project application submissions in response to the RFA.

The ODFC Funding Oversight Committee and Non-Conflicted members of the ODFC Coordinating Council have approved the documents and processes required to move the renewal scoring process forward:

Please note that there are some changes to the evaluation and scoring standards. These changes were necessary for the CoC to earn points on the FY25 CoC Application and correspond to new HUD rating factors. Additionally, the evaluation and scoring standards have removed criteria that were previously used as these are no longer HUD priorities or because the CoC is streamlining this year's process and seeking to reduce the administrative burden for grantees. We urge all grantees to review the 2025 ODFC/CT-503 CoC Renewal Project Evaluation and Scoring Standards carefully. 


>> INSTRUCTIONS <<

As you will recall, the CoC gathered data and released outcomes through the 2025 Enhanced Quarterly Monitoring process earlier this year in case we were required by HUD to evaluate projects. We will be using that data for the FY25 evaluation process. We will also use one online survey form to gather the additional information needed for this year's renewal project evaluation and scoring. Please carefully review the information and questions provided in the surveys so that you are answering the specific questions asked and providing relevant information. Please note we have eliminated the collection of additional documentation in most cases. 
 
You are asked to complete the survey by 5:00PM on WEDNESDAY, DECEMBER 10th for each CoC Renewal Project your agency operates, including all projects types. Only one survey for each project will be accepted, so applicants for projects with subrecipients should confer with the subrecipients to clarify which agency will submit the surveys. Agencies concerned that they will not be able to meet this deadline should immediately contact the CoC through the ODFC gmail account (openingdoorsoffairfieldcounty@gmail.com).

 

Additional details regarding this process:
 

  • SURVEYS: The survey you are required to submit by 5:00PM on 12/10/25 is the Renewal Project Summary Form – use this survey form to provide information about any issues you may want us to be aware of when scoring your projects, along with required project data and agency information.

    • You will receive an automatic response by email with a copy of your submission when you complete each survey. If you do not receive a copy, please follow up with us through the ODFC gmail account.

       
  • APR DATA for PSH and RRH Projects: You will NOT be asked to provide APR data through the surveys. As stated above, we will use APR data from CT HMIS that was pulled earlier this year for Enhanced Quarterly Monitoring. APR data already gathered and analyzed covered the 04/01/2024 to 03/31/2025 time period being used for this year's evaluation. A report was sent to recipients and subrecipients for each PSH and RRH project. In addition, you can find a summary of that data here for review: 

     
  • Preliminary Outcomes/Scores & Appeals: We will be working to quickly provide you with a preliminary score as quickly as possible. After the preliminary scores are released, there will be an appeals period, which will be shortened due to timing constraints. Please be sure that someone from your agency is available to review the data and submit appeals your agency deems necessary. Appeals will be quickly processed and brought to Funding Oversight and the Non-Conflicted Members of the Coordinating Council for review/determinations.

     
  • Final Outcomes/Scores and Project Ranking: Final scores and ranking will be released no later than 12/30/25.

HUD has still not released detailed instructions, nor has it opened access to the e-snaps applications as of this morning. The CoC will follow up once those materials are available and will host another webinar. In the meantime, anyone who wishes to have an application considered as part of the competition should review the materials posted above and use the resource slides towards the end of the deck to familiarize themselves with e-snaps, complete their Applicant Profile, HUD Form 2880, and ensure that their Codes of Conduct are updated and ready to be included in their applications. The HUD 101 and HUD 201 e-snaps toolkits are also a great place to start for anyone who is new to using the platform.

Opening Doors Fairfield County/CT-503 CoC FY25 Request for Applications for Renewal Projects & New Projects

This is an ODFC Funding Opportunity. All RFA responses and preliminary applications materials are DUE NO LATER THAN FRIDAY, DECEMBER 12TH, 2025 AT 5:00PM

Opening Doors Fairfield County (ODFC) submits an annual application to HUD to secure federal funding for new and existing projects that work to reduce and end homelessness throughout the CoC’s geographic area. The ODFC is soliciting applications from agencies interested in applying for renewal and new projects to be submitted as part of the FY2025 Continuum of Care (CoC) Competition. 

This RFA is for Renewal Projects AND New Projects. 

This RFA seeks applications from those interested in applying for the following eligible new project types/program components that can be funded under this RFA:

  • *RENEWAL APPLICANTS ONLY: New Permanent Supportive Housing Projects serving Chronically Homeless Individuals and/or Families (PSH)
  • New Transitional Housing (TH)
  • New Supportive Services Only – Standalone (SSO)
  • New Supportive Services Only for Street Outreach (SSO-SO)
  • Domestic Violence Bonus: New TH and SSO-CE dedicated to serving survivors of domestic violence, dating violence, sexual assault, and stalking

This RFA also seeks applications from CoC renewal grantees who are interested in submitting a renewal application or in reallocating their renewal project and submitting a new project in its place. Applicants may submit both a renewal project application for consideration AND a new project application but are advised that only ONE application will be able to move forward. Options for renewal projects are as follows:

  • Renewal project applications: Existing grantees seeking to renew CoC-funded projects listed on the FY2025 Grant Inventory Worksheet as expiring in 2026 are eligible to submit a renewal project. 
    • Renewal project applicants do NOT need to submit a renewal project application for an existing project if they are committed to reallocating their existing project and submitting a new project application using the Transition grant, YHDP Reallocation, or DV Reallocation process (see below). 
  • Transition Grants: This allows for a regular renewal project (not DV Bonus or YHDP) to transition an existing project from one project type to another during the FY25 grant, if awarded. The project types allowed for transition grants are:
    • New Transitional Housing (TH)
    • New Supportive Services Only – Standalone (SSO)
    • New Supportive Services Only for Street Outreach (SSO-SO) 
  • YHDP Reallocation: This allows for projects previously funded through the Youth Homelessness Demonstration Program (YHDP) to reallocate funds and submit a new YHDP project for funding consideration. YHDP Reallocation projects are restricted to serving youth/young adults experiencing homelessness and are limited to the following project types:
    • TH or Crisis Residential Transitional Housing
    • SSO, including, but not limited to, housing search and placement services, case management, or
    • Street outreach.
    • SSO-CE
    • SSO - Host Home and Kinship Care
    • HMIS
  • DV Reallocation: This allows for projects previously funded through the Domestic Violence (DV) Bonus to reallocate funds and a new DV-specific project for funding consideration. DV Renewal projects that have a SSO-CE component cannot be reallocated. DV Reallocation is limited to:
    • TH
    • SSO-CE

Agencies applying for CoC projects are encouraged to review the FY2025 HUD CoC Program NOFO, which can be found here: https://www.grants.gov/search-results-detail/360861

Agencies interested in applying for CoC Program funds are encouraged to carefully review the information provided in this RFA (linked below) regarding project type, eligible participants, eligible activities, expectations and requirements of the project recipient, and the selection and scoring criteria to be used in the CoC’s selection of new project applicants. 

This RFA is for new projects that will provide services in the ODFC’s geographic area which includes the following localities: Bridgeport, Brookfield, Danbury, Easton, Fairfield, Greenwich, Monroe, Newtown, New Canaan, New Fairfield, Norwalk, Redding, Ridgefield, Sherman, Stamford, Stratford, Trumbull, Weston, Westport, and Wilton.

  • Priorities: The CoC would like to encourage any eligible organization interested in operating one of these eligible project types to apply. In addition, the CoC would like to encourage organizations to consider the following:
    • Voluntary reallocation of existing FY2024 projects from RRH to Transitional Housing
    • Voluntary reallocation of existing FY2024 projects from PSH to Transitional Housing
    • New project-based/site-based Transitional Housing projects 
    • Support Services Only projects to support households experiencing sheltered or unsheltered homelessness who are also not receiving housing or housing assistance

With the recent release of the FY25 Department of Housing and Urban Development's Continuum of Care Notice of Funding Opportunity (HUD CoC NOFO), we are scheduling a webinar on Wednesday, November 19th, 2025 from 10am to 12pm. This webinar is open to all grantees, stakeholders, partners, and those interested in participating in the HUD CoC NOFO this round. The changes to this year's competition are stark, and we will do our best to ensure that everyone has a clear understanding of what to expect or anticipate for the coming weeks and what immediate next steps will be necessary for grantees and any potential new applicants.

In order to prepare for potential changes to be rolled out by HUD through the FY2025 or FY2026 CoC Program funding process, ODFC is seeking input from community stakeholders, providers, and CoC-funded organizations on various issues related to ODFC's CoC Program funding priorities. This survey is designed to collect feedback, comments, and suggestions that will help us strategize around the CoC's targeted funding priorities with the potential release of an FY25/FY26 CoC NOFO competition.
