Safe Night LLC Partners with CT Continuums of Care to Implement Proactive Alliance Framework
MADISON, Conn. - June 24, 2026 - Safe Night LLC announces a formal partnership with the Connecticut Balance of State (CTBOS) and the Opening Doors Fairfield County (ODFC) Continuums of Care to enhance homelessness response strategies. This initiative introduces the Proactive Alliance relationship-
The Proactive Alliance framework will initially be implemented in the Stamford and Waterbury communities with the long-term goal of replicating the prevention-based model in other areas of the state. The project will be executed in two distinct phases:
- Phase 1: Research and Assessment (May – July): Safe Night will conduct stakeholder mapping and operational reviews of municipal agency responses. Central to this phase is the use of Simsi Inc.'s Risk Terrain Modeling (RTM), a diagnostic tool developed at the Rutgers Center on Public Security.
- Phase 2: Training and Certification (August – October): Safe Night will deliver a Proactive Alliance Homeless Outreach course for police, fire, and community service providers in both cities. Graduates will receive a two-year certification and have the opportunity to earn a credentialed certification from the Rutgers University Center on Public Security (RCPS).
