FY26 ODFC/CT-503 CoC Renewal Project Evaluation & Scoring: Instructions & Materials For Existing CoC Grantees
THIS IS AN IMPORTANT NOTICE REGARDING THE FY2026 COC NOFO COMPETITION & COC RENEWAL PROJECT EVALUATION/SCORING. PLEASE CAREFULLY READ THIS FULL EMAIL.
While we await the release of the FY2026 CoC Competition NOFO, the annual HUD CoC project renewal evaluations for CT-503 are set to proceed. The ODFC Funding Oversight Committee and Non-Conflicted members of the ODFC Coordinating Council have approved the documents and processes required to move the renewal scoring process forward – please find them attached to this email for your reference:

We will be using an online survey form to gather renewal project evaluation and scoring information for PSH and RRH projects, as we have done over the last several years. Please carefully review the information and questions provided in the survey so that you are answering the specific questions asked and providing relevant information.
Agencies with RRH and PSH projects are asked to complete the survey by 5:00PM on FRIDAY, MAY 22nd for each CoC-funded RRH and PSH renewal project your agency operates. Only one survey for each project will be accepted, so applicants for projects with subrecipients should confer with the subrecipients to clarify which agency will submit the survey.
Please be aware that submitting materials late may lead to a scoring penalty of up to 10 points. Agencies concerned that they will not be able to meet this deadline should immediately contact the CoC through the ODFC gmail account (openingdoorsoffairfieldcounty
Additional details regarding this process:
- RENEWAL PROJECT SUMMARY FORM SURVEY: Agencies with CoC-funded PSH and RRH projects are required to submit a Renewal Project Summary Form survey for each project by 5:00PM on 5/22/26. Use this survey form to provide information about any issues you may want us to be aware of when scoring your projects, along with required project data and agency information and attachments.

- You will receive an automatic response by email with a copy of your submission when you complete the survey. If you do not receive a copy, please follow up with us through the ODFC gmail account.
- Agencies with HMIS or SSO-CE projects will receive a Renewal Project Summary Form specifically for those project types through a separate email.

- APR DATA: You will NOT be asked to provide APR data through the surveys. Framework and Housing Collective staff will pull APRs from CT HMIS the week of MAY 4th for each CoC-funded project that is being evaluated. APRs pulled will cover the 04/01/2025 to 03/31/2026 time period being used for this year's evaluation and will include Q1-Q23 (client-level data may also be pulled) and a CoC-level client detail report. The data pulled will be used to evaluate APR-based project outcomes and to update FC CAN Compliance data. All CT HMIS data for CoC-funded projects should be updated by that time.
- CAN DATA REPORTS: Fairfield County CAN data reports will be emailed to each organization for each project. Agency staff should review these reports and use the Renewal Project Summary Form to report out any issues that you identify with this data.
- DV PROVIDER/VSP APRS: Framework staff will reach out to DV providers to obtain APRs run from a comparable database (no client-level data will be requested).
- SAGE INFORMATION: Housing Collective and Framework staff will be pulling information from HUD’s Sage system related to eLOCCS draws and APR submissions. As such, agencies are no longer asked to submit this information to the CoC. Agencies should still be able to share information related to draws and APR submissions through the Renewal Project Summary Form.
- Supplemental Drawdown Information Report: Please note that if a project your agency operates has >5% and/or $5000+ in unspent funds for the last fully completed contract, your agency must fill out this form to document the last 3 years of drawdowns and provide explanation for why funds were not fully drawn (also attached to this email): https://docs.google.com/

- PROCESS/TIMELINE:
- Preliminary Outcomes/Scores & Appeals: We will be working to quickly provide you with a preliminary score in early June.
- Appeals: After the preliminary scores are released, there will be an appeals period. Please be sure that someone from your agency is available to review the data and submit any appeals your agency deems necessary. Appeals will be quickly processed and brought to Funding Oversight and the Non-Conflicted Members of the Coordinating Council for review.
- Final Outcomes/Scores: We project the release of final scores in late June/early July. Final scores may be delayed if the CoC needs to make adjustments to the evaluation and scoring standards to align with requirements in the FY26 CoC NOFO.
- Project Ranking: Ranking decisions for the FY2026 CoC Priority List that will be submitted to HUD will not be available until after the FY26 CoC NOFO is released.

This webinar will provide an overview of criteria and the instructions for completing your submission. Project-Summary-Form_WORD - We suggest you test the “Save and Continue” function in Alchemer to see if the emails w/the links to re-enter the surveys come to you and are not being blocked by your IT settings. You can email the ODFC gmail account to get an updated link but we may not be able to follow up immediately on such requests. As such, we suggest using the Word version of the survey to prepare responses ahead of time so you can quickly and efficiently complete the survey online.

ODFC Priorities Discussion for the FY26 HUD NOFO
First, we would like to extend our heartfelt gratitude to everyone for supporting us through the last year, which certainly tested our resilience in more ways than one. Thank you for pivoting with us, for staying the course, and for continuing to do the hard work.
Now that the Fiscal Year 2025 Housing and Urban Development Continuum of Care Program Notice of Funding Opportunity (FY25 HUD CoC NOFO) feels somewhat resolved, and the new THUD bill was approved and signed, we want to start preparing for whatever HUD may release later this year with the new CoC NOFO. The CoC will be hosting a Priorities Discussion for the FY26 HUD CoC NOFO on Wednesday, March 11th, 2026 from 1pm to 3pm.

While we don’t yet know what will be included in the FY26 CoC NOFO, the THUD bill did establish that the next CoC NOFO should be released by June 2026, with awards announced by December 2026. We would like to invite everyone to join us in a conversation about the HUD CoC landscape, opportunities for growth and new project types, how we can do our best to remain competitive in a complex and evolving funding environment, and establishing a clear understanding of what our own data tells us about how to approach project prioritization.
HUD has made it clear that it wishes to see the broader involvement from partners in our community that have not been typically represented in the CoC NOFO process. For this reason, we are inviting all members, partners, and stakeholders to the CoC to participate in this discussion. We hope that you will join us and help us to have a robust conversation that will assist in policy- and decision-making once the FY26 CoC NOFO becomes available.
